Arno Behrens is Head of Energy and Research Fellow at the Unit for Energy and Climate Change of the Centre for European Policy Studies (CEPS). Before that, he worked as Second Secretary at the German Federal Foreign Office in the context of the 2007 German Presidency of the European Union. Other main cornerstones of his career include the European Commission, the Sustainable Europe Research Institute (SERI), the United Nations Industrial Development Organisation (UNIDO) and the United Nations Development Programme (UNDP). Main research areas include European responses to energy and climate change issues as well as policy options in support of sustainable development. More specifically, Mr Behrens specialises in the long-term sustainability of the EU energy system (incl. renewables and energy efficiency), security of European energy supplies, the integration of the EU markets for electricity and gas, external energy policies, sustainable energy in developing countries, and development finance. He is also an expert in socio-ecological transitions and Material Flow Analysis (MFA). Having published extensively on these issues, he is a frequent speaker at seminars and conferences around the world as well as reviewer of various academic journals. He is also lecturer on EU energy and climate policy, inter alia at the College of Europe (Bruges). Mr Behrens is an economist with training in environmental economics and management, as well as in international development. He holds a PhD in social ecology and environmental economics.
